As one of the world's relatively few academically credentialed "futurists", I would offer that what the article describes applies to some of those practicing "strategic foresight" today. Technology is a major driver of social change, and just one driver. The really amazing futures folks don't spend their entire time on just the tech.
And I would always keep in mind that everyone thinks and talks about the future. "Visionaries" and those issuing manifestos are in no way necessarily drawing on formal foresight or analysis to inform their pronouncements and calls to action.
